In 2006, the Russian government agreed to begin liberalisation of the electricity market, and approved a $90 billion investment plan for the sector. The main elements of the reform plan are the privatisation of generating companies, moves towards partial liberalisation of the market and an end to ineffective forms of federal investment and cross subsidisation. The approved plan envisages the construction of 21.8 MW of new generating capacity, 10,360 km of transmission, and 92,000 km of distribution grids between 2006 and 2010.
