Why Japan?

Offshore wind power is an integral part of Japan’s decarbonisation strategy. The government aims to deploy 10 GW of offshore wind capacity by 2030 and 30-45 GW by 2040, including 15 GW of floating offshore wind, as part of its broader target to achieve net-zero emissions by 2050.

Currently, 458.59 MW of fixed-bottom offshore wind capacity has been installed across four projects with 72 wind turbines (average 6.37 MW per turbine). In addition, the floating Goto City Offshore Wind Farm began operations in January 2026 with 16.8 MW from eight turbines, each with a capacity of 2.1 MW.

The government has finalized a revised offshore wind auction framework effective April 2026, following the implementation of the Exclusive Economic Zone (EEZ) legislation. The framework will apply to the 2026 re-auction of cancelled Round 1 sites off Akita and Chiba, as well as the upcoming Round 4 auction. It introduces a price floor, narrows the scoring gap to 20 points, and prioritizes project stability, detailed planning, and domestic procurement over speed and low-cost implementation.

Japan plans to achieve over 65% local content in its offshore wind supply chain by 2040. The Ministry of Economy, Trade and Industry (METI) has signed an MoU with Vestas and Nippon Steel to support the localization of turbine component production.

These initiatives underscore Japan’s rapidly growing offshore wind market. With clear capacity targets, updated auctions, and strong local supply chains, Japan is set to become a hub for sustainable offshore wind investment.
