INEOS has established preliminary commercial terms to secure low-carbon hydrogen from the 1GW H2BE facility, co-developed by Engie and Equinor. The offtake agreement is designed to supply INEOS’s Project ONE in Belgium, which is slated to become Europe’s first zero-carbon steam cracker.
The hydrogen will be transported via the nearly completed Fluxys pipeline network connecting Ghent and Antwerp. By providing a reliable baseload of clean fuel, the deal establishes a foundation for decarbonising the regional chemical sector. Furthermore, carbon dioxide captured during the H2BE production process will help generate the necessary volumes to underpin future final investment decisions for a dedicated Belgian carbon capture and storage (CCS) hub.
Supported by the Flemish government and the EU, this anchor partnership is expected to stimulate further infrastructure development across the domestic value chain.
