Why Kazakhstan?

Kazakhstan is continuing to progress towards becoming one of the world’s top ten oil producers by 2015.

The new government has emphasised the transition from programme development to delivery of breakthrough projects. Kazakhstan has the Caspian Sea Region's largest recoverable crude oil reserves, and its production accounts for almost two-thirds of the roughly 2 million barrels per day (bbl/d) currently being produced in the region. Kazakhstan oil exports are the foundation of the country’s economy and have ensured that average real GDP growth has stayed above 9% for the last six years.

The country is no longer a minor world oil exporter as it was during the late 1990s, and it is poised to become an even more significant player in world oil markets over the next decade. According to Kazmunaigaz, Kazakhstan’s state oil and gas company, total investment levels in offshore areas of the Caspian Sea are expected to rise from $3.8billion for 2003-2005 to $16.8billion for 2011-2015.

Kashagan, the first offshore project, is the world’s largest oil find in the last 30 years. It now looks likely that initial oil production estimates of 13billion barrels and total investment costs of $29billion will be significantly exceeded. The Experimental Programme is now expected to produce first oil in 2008/9.

Tengiz and Karachanagak plan major Third Phase development projects, and a broad spectrum of smaller onshore fields would benefit from specialist input. Overall, Kazakhstan’s greenfield, brownfield and production activities offer a wide range of long term opportunities to qualified supply chain companies.

Kazakhstan produced approximately 1.29 million barrels per day (bbl/d) of oil in 2005 and consumed just 222,000 bbl/d, resulting in net exports of over one million bbl/d. The Kazakh government hopes to increase production levels to around 3.5 million bbl/d by 2015. This would include approximately one million bbl/d from Kashagan, 700,000 bbl/d from Tengiz, 600,000 bbl/d from Kurmangazy, and 500,000 bbl/d from Karachaganak. Other smaller fields would account for the balance.

Why Now?

It is expected that Kazakhstan’s oil & gas sector will undertake several decades of continuous development, production and industrial capacity building. As Kashagan starts to move into FFD, this is an ideal time to gain an initial understanding of the market or to build on earlier knowledge.

The expertise of British companies is respected in Kazakhstan, and the door to valuable business is open. This is particularly true in the new offshore province, as Kazakhstan has no indigenous offshore specific experience.

Kazakhstan is a market which is difficult to track and develop without relevant project and business information, key contacts, and effective networking.
