OPPORTUNITIES TO SUPPLY A “GREENFIELD” 200,000 bpd NEW REFINERY

South Atlantic Refining Company (RASSESA) is developing an environmentally friendly Export Refinery 17 Kms outside the Sergipe State’s capital Aracaju in the North East of Brazil.  The export refinery will have a capacity of 200,000 bpsd producing Ultra Low Sulphur Diesel (ULSD) ,Naptha and Hydrowax . It will be utilizing an existing 2.5 km jetty.  Contracts have been signed with Shell Global Solutions (SGS) to provide the technology for the project and the license for installation and operation of the refinery has been granted by the Brazilian Federal Oil and Gas Authority (ANP).  Environmental license work will be ongoing in Brazil for the next few months.  RASSESA has established an office in Aracaju and has appointed a project/construction manager who is now resident in the State Capital.”

Company Overview

RASSESA is a start up company established in 2006 specifically to develop a refinery in the Atlantic Basin . The major investors are based in Europe, the Middle East and Brazil.  The office is currently based in Camberley but will shortly be moving to Aracaju/Sao Paulo and Rio in Brazil, utilising the facilities of the EIC in Brazil.

Capabilities

RASSESA’s procurement philosophy will be to pick key suppliers who are familiar with this type of project and some will have to be on the Shell approved/preferred supplier lists.  In some cases the long lead items will be negotiated with the suppliers on a sole source basis to combat price escalation and schedule problems.

ROBERT STOREY, Senior Vice President. Robert is a Chemical Engineer who has held senior positions in Engineering and Construction Companies for the past 40 years,15 of these based in the Arabian Gulf, and 16 years with Fluor Corporation. Two years ago he retired as Vice President and Managing Director of CBI.
Robert is immediate past Chairman of the European Construction Institute (ECI) and sits on the UK Executive Committee of the World Petroleum Council (WPC)
